Mumbai, Sep 15 (SocialNews.XYZ) A Memorandum of Understanding (MoU) was signed on Tuesday between National Shipbuilding and Heavy Industries Park Maharashtra Limited (NSHPML) and Mazagon Dock Shipbuilders Limited (MDL) in the presence of Maharashtra Chief Minister Devendra Fadnavis.
The agreement establishes MDL as a anchor shipbuilding centre within the proposed Greenfield Shipbuilding Industrial Cluster at Dighi in Raigad district.
The initiative is projected to generate 90,000 jobs across the state.
NSHPML is a Special Purpose Vehicle (SPV) jointly established by the Maharashtra Maritime Board and the Mumbai Port Authority to develop the greenfield cluster.
Aligned with the Central government's national shipbuilding cluster plan, the project advances the strategic objectives of the 'Maritime Amrit Kaal Vision 2047'.
Under the terms of the MoU, MDL has set a target capacity to construct ships totaling at least 2 million gross tonnage annually at Dighi, backed by an estimated investment of Rs 27,000 crore.
The facility will enable the construction of large commercial vessels, significantly strengthening India's maritime industrial capacity.
The Dighi project will establish modern shipbuilding infrastructure alongside a supporting industrial and supply chain ecosystem.
It aims to scale domestic shipbuilding capacity, attract advanced technology and investment, generate skilled employment, and boost India's competitiveness in the global maritime sector.
Expressing gratitude to the Chief Minister Fadnavis and the Maharashtra government, Captain Jagmohan highlighted MDL's extensive expertise in complex shipbuilding, engineering, project management, and domestic supply chain development.
He affirmed MDL's commitment to delivering a modern, globally competitive shipbuilding hub at Dighi.
The MoU signed on Tuesday is in line with the Maharashtra Shipbuilding, Ship Repair and Ship Recycling Facilities Development Policy, 2025, which aims to position the state as a major maritime hub.
The framework aligns with the Central government's Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, with Maharashtra aiming for a one-third share of India's national shipbuilding and repair capacity.
The policy supports private sector participation through three primary development structures, including grouped shipyards designed to foster shared supply chains and operational efficiency, standalone shipyards for encouraging individual private operators providing specialised construction and repair services and port-Integrated shipyard projects for developing shipyard and repair infrastructure within existing small and minor ports under the Maharashtra Maritime Board (MMB).
